SWVPP funding provides 10 hours of free preschool instruction per week.
Iowa's Statewide Voluntary Preschool Program (SWVPP) for Children who turn 4 by Sept. 15, provides an opportunity for all young children in the State of Iowa to enter school ready to learn by expanding voluntary access to quality preschool curricula for all four-year-old children. The funding amount awarded to St. Paul’s is dependent upon the state.

2026-27 Foundational Kindergarten – 6th Grade Tuition
Our streamlined tuition is set at just $400/year above the state ESA amount. This amount includes all eligible student fees and can be paid in one lump sum at registration, $200 at the start of each semester, or in monthly payments ($40/month per student).
Surplus ESA funds can be used to cover this amount, and income-based scholarships through Our Faith STO and St. Paul’s Lutheran School are available for those needing additional assistance.
Our non refundable enrollment fee is $100 and is due at the time of enrollment, which opens in February, to reserve your spot in the upcoming school year. This amount is separate from tuition, as it covers ESA ineligible student expenses.
What is not included in your tuition and enrollment fee? We offer optional weekly meals, which you can choose to order at the start of each semester for your child, and your student’s classroom school supplies.
Tuition Assistance
Education Savings Account (K–6)
Beginning in 2025, every K-6 student in Iowa is eligible for ESA funding regardless of household income. Parents must open an ESA annually to access the state-wide established per-pupil amount through the Iowa Department of Education. This amount can be used towards eligible tuition and fees at St. Paul's.

STO Grants (K–6)
STO stands for “School Tuition Organization.” The STO serving the Archdiocese of Dubuque is “Our Faith, Our Children, Our Future” School Tuition Organization. The tuition assistance grants from this program are funded through an Iowa tax credit program. We strongly encourage interested parents to complete an application. The Our Faith, Our Children, Our Future STO, coupled with our local tuition assistance program, makes Christian education affordable for all.
STO grants are available for K-6 students who reside in Iowa and whose household’s taxable income is at or below 400% of the federal poverty rate. STO grants are not available for preschool students. In the past, qualifying families have received between $200 to full tuition depending upon verified need. Awards vary from year-to-year depending upon the overall verified need of the applicant pool.

How to apply:
Only one application needs to be completed per household. Parents can start an application utilizing the name/zip code of one school. Additional children and the names of their schools can be added to that single application.

Together 4 Families (Preschool)
Together 4 Families Preschool Scholarships for three- and four-year-olds are available through Child Care Resource and Referral of Northeast Iowa. Scholarships are awarded based on a family's gross income. For more information please call 563-557-1628.
St. Paul's Tuition Assistance Appeal
St. Paul’s Lutheran School strives to make a faith-based education available to all students who desire it. Therefore, in addition to assistance from other sources, St. Paul’s Lutheran School & Church provides some local tuition assistance awards to families who demonstrate financial need. We believe that a parochial education is a tremendous gift to give to your children, and its rewards are many. It is expected that families make faith-based education a priority in their financial planning to provide this opportunity. Nonetheless, it can create financial struggles for families.
